The EMC Directive does not specify the technical methods of achieving its essential requirements but it allows two routes to compliance.
Where harmonised European EMC standards exist which apply to a particular product, or, failing that, generic standards which apply to the environment in which the product will be used, the manufacturer can self certify that his product meets those standards.
Where no standards exist or where the manufacturer does not apply them, the manufacturer must keep a Technical Construction File (TCF), which documents how product compliance is achieved.

¢Æ Low Voltage Directive
TELAB Consultancy has an extensive facility including a
laboratory equipped for measurements according to the Low
Voltage Directive. As of January 1st 1997, the Low Voltage
Directive 73/23/EEC came into effect. The equipment this
Directive pertains to may no longer be sold without the
CE mark. The Low Voltage Directive is applicable for products
with a nominal AC Voltage between 50V and 1000V (DC respectively
75V and 1500V).

obstacle in the field of CE marking. Our experienced consultants
are knowledgeable in the latest developments in this area
and can therefore counsel you on the applicable directives
and harmonized standards. Examinations and test are performed
with a high degree of quality and in accordance with International
Standards.
Modern equipment
Our engineers are highly experienced and work with the latest
equipment in a modern facility. Although most part of an
examination comprises inspection and assessment a number
of tests need to be performed. TELAB Consultancy has all
equipment needed such as an insulation tester, a high-pot
tester, a climate chamber, 40-channel temperature recorder,
a fast storage scope, all required test fingers and impact

a few tests!
As we perform both EMC tests and LVD examinations and often
both are applicable, we observe that the general perception
of customers is that the LVD examination is much easier
than the EMC test. In practice it proves to be the opposite.
Although the developer will do the utmost to create a safe
product it is very difficult to see your own faults and
rightly assess all risks. Single fault condition and the
so-called ¡°foreseeable misuse¡± clause make the Low Voltage
Directive difficult to comply with. This is why many devices
initially fail the examination. Liability

Examination versus testing
A Low Voltage examination is principally an examination
comprising several tests. Most tests are performed in two
to four hours while the examination takes, depending on
the standard, four hours to three days. The general perception
is that conducting a high pot test alone will meet your
requirements. This, however, leaves you at substantial risk

Machines may only be put into service or be brought onto
the market when they do not pose a thread or cause harm
to humans and animals. In other words machines should fulfill
the essential criteria as lined out in annex 1
of the European Machine Directive 98/37/EEG. This directive
puts forth requirements for machines with regard to a number
of safety issues in the field of mechanical safety, fire,
temperature, explosion, construction, electrical safety,
Electro Magnetic Compatibility (EMC), control and user manual
and installation instruction. Before one can assume a machine
is safe a number of measurements, inspections and analyses

¢Ê The RoHS/WEEE Directive
Green manufacturing is a method of production that minimizes
waste and pollution. Globally, there are a multitude of
recent directives in the area of green manufacturing that
impact producers, both in terms of material content of manufactured/sold
goods as well as the recycling of electronic equipment.
On February 13th 2003, two European Union Directives went
into effect: Directive
2002/96/EC (the WEEE directive targeting responsible
recycling of electronic equipment)
Directive
2002/95/EC (the RoHS directive restricting the use
of Cr 6+ , Hg, Cd, Pb PBB and PBDE). The RoHS directive
takes effect July 1, 2006.
Certificates of compliance are not enough.
While the responsibility for meeting RoHS requirements runs
throughout the supply chain, simply providing certificates
of compliance is not enough. Materials and components suppliers,
PCB fabricators and even larger systems suppliers will also
need to show some credible evidence/due diligence, (e.g.
analytical test results). This can be addressed through
a variety of methods, from XRF screening and other analytical
testing on site, to out-sourcing of testing to certified
RoHS analytical laboratories. Meeting RoHS requirements does not have to be cost prohibitive.

Short for mean time between failures , the average time a device will function before failing.
MTBF ratings are measured in hours and indicate the sturdiness
of hard disk drives and printers.
Typical disk drives for personal computers have MTBF ratings
of about 500,000 hours. This means that of all the drives
tested, one failure occurred every 500,000 hours of testing.
Disk drives are typically tested only a few hours, and it
would be unlikely for a failure to occur during this short
testing period. Because of this, MTBF ratings are also predicted
based on product experience or by analyzing known factors
such as raw data supplied by the manufacturer.
